This page opens the compressor with a 10 KB maximum already set, so you only have to pick your file and download the result. The compressor searches for the highest quality that still fits under 10 KB rather than flattening the image with a fixed quality setting.
A signature or a simple line-art scan usually survives 10 KB well, because those images are mostly flat white with a little ink. A detailed colour portrait at 10 KB will visibly soften. If your form allows a larger cap, compressing to 20 KB or 50 KB instead will look noticeably better.
JPEG usually reaches 10 KB with the least visible damage on photographs. PNG is a better fit for a signature on a plain white background, since flat areas compress cleanly, though PNG will not always fit under 10 KB at larger pixel dimensions. Cropping away empty margins before compressing helps more than any format change.
