200 × 230 px is slightly taller than it is wide. If your original is square or landscape, part of it has to be cropped to reach those dimensions. Use the preview to position the crop so your face stays centred and your head and shoulders are fully inside the frame.
Not automatically. Pixel dimensions and file size are separate requirements. Resizing to 200 × 230 px does usually bring the file size down a lot as a side effect, but if the form also states a KB maximum, run the compressed target as well and confirm both numbers before uploading.
